Electronic Public Procurement Model


Electronic public procurement is presented as a strategy that facilitates the attainment of benefits for Basque Companies, Administration, Officials and society, within the 2004-2006 Strategic Plan for Online Administration. The Basque Government's model for Electronic Public Procurement is defined as a secure but accessible, rigorous but simple, available and evident system.

A large investment in promotion and training by the Basque Government to provide competitive advantages for Basque Companies.


A simple, accessible, secure model


General objectives:

  • Increase efficiency and reduce administration costs.
  • Provide a better service to companies.
  • Achieve a greater degree of homogeneity in procurement process criteria.
  • Promote competition through open and efficient communication.
  • Facilitate awareness amongst all companies of business opportunities with the Basque Administration.
  • Promote electronic purchasing and the Recognised Electronic Signature.


Benefits generated for companies:

  • New unique, simple and comfortable communication channel to access all business opportunities with the General Administration of the Autonomous Basque Community.
  • Reduces barriers to access for SMB's when dealing with the Public Administration. 
  • Visibility and the digitization of the entire procurement cycle.
  • Opportunity to try out and become familiar with a mechanism that will be the sole means of accessing Public Administration procurement in future.
