The following persons can be associated with the Public Electronic Procurement system:

  • Persons authorised to access the electronic tendering application: there are two access levels:
    • Consultant - Tender loading (preparation).
    • Representative – tender signing and submission.
  • Persons authorised to receive communications and electronic notifications.
  • Marketing and promotion contact personnel.

The Electronic Procurement System registration process, enables company personnel to use the Electronic Tendering and Electronic Notification applications depending on their user level.

Up until now such procedures were only possible using tradition means, on paper. Now it is possible to perform them via the Internet.

  In order to use this procedure you must insert your IZENPE certification card in the card reader before clicking on the next link.

Electronic request (for registration)


The types of profile contemplated are Representative (individual or joint) and Consultant.

  • A "Consultant" user may access the Electronic Tendering application on behalf of the company. This user level can load tenders into the application but cannot sign them.
  • A Representative user ("Individual or Joint") signs and submits tenders and signs contracts. The degree of representation is governed by the powers granted by the company, and must be registered with the Official Register of Contractors, indicating powers of representation.

Marketing and Promotion contact personnel

Individuals that the company wishes to receive information and communications about developments and additions to the public electronic procurement model.

  • General contact: person the company wishes to act as a main point of contact with personnel responsible for the Electronic Procurement Model.
  • Secretary: person the company wishes to maintain the administrative documentation for the Official Register of Contractors.
  • IT technician: person at the company responsible for configuring the computer that will be used with the electronic tendering application.

Points to bear in mind when using the automated Electronic Procurement registration procedures.

Elements to consider when using the automated registration procedures:

  • The company must be currently registered with the Official Basque Register of Contractors.
  • Only persons with individual representation may use the application.
  • IZENPE digital certification is essential. Both citizen and the entity certifications can be employed. In order to use this procedure the IZENPE digital certification card must be inserted before accessing the automated registration application.
