Companies wishing register in the Electronic Procurement System must present the following forms to the Official Register of Contractors:

  • List of representatives empowered to use the application.

  • List of persons authorized to receive electronic communication and notices.

Automated “Electronic Procurement System registration” application functions have been introduced as part of the process of developing an Official Electronic Register of Contractors.

The Electronic request (for registration) application provide the information required by the Electronic Procurement system, and covers four profiles for companies wishing to tender electronically:

  • Representatives and persons authorised to submit Tenders and sign contracts on behalf of the company.
  • Persons authorised to prepare (load) tenders in the application.
  • Persons authorised to Receive Electronic Communications and Notices.
  • Marketing and promotional contact personnel.

To date the request for registration has been conducted on paper, and 2 Adobe Acrobat forms are provided for this purpose. From now on it is also possible to register electronically.

These IT functions have been developed by EJIE S.A. based on the e-Administration Technology Platform, developed under the Electronic Administration and Government Strategic Plan.

  • The forms can be downloaded or obtained from the Official Register of Contractors, available at the seat of the Basque Government or at any of its delegations.

  • In addition, the Basque Government is running a mailing to promote the Electronic Procurement Model, containing the aforementioned forms.

The completed forms must be delivered to the Official Register of Contractors, available at the seat of the Basque Government or at any of its delegations.

Authorized personnel must hold an Electronic Certificate issued by Izenpe (Citizens Certificate or Entity Certificate), for the Electronic Procurement System.

 

The types of user/representative profile contemplated are Representative (individual or joint) and Consultant.

  • A "Consultant" user may access the Electronic Procurement application on behalf of the company. He/she is empowered to prepare bids but not sign them.

  • A Representative user ("Individual or Joint") must sign and submit bids and sign contracts. Representation is by virtue of the powers granted by the company, and representation must be registered in the Official Registrar of Contractors.

Indicate the name of the person who should receive notices in the "principal" text entry box. This person will receive at their stated email address, notices related to the Electronic Procurement process.

 

Marketing and Promotional Contacts 

Indication must be given of persons to receive information and communications, in order for companies to be made aware of any developments in the introduction of the Electronic Procurement Model.

  • General contact: person at the company who will act as a main point of contact with those responsible for the Electronic Procurement Model.

  • Secretary: person at the company who maintains the administrative documentation vis-à-vis the Official Register of Contractors.

  • IT specialist: person at the company responsible for configuring the computer which will run the electronic tendering application.
