Izenpe certifications

All company personnel involved in the electronic bidding processes must have an Izenpe card.       

What is Izenpe?

Izenpe is a company which provides electronic certification services, created by the Basque Public administration's IT societies (CCASA, EJIE, IZFE & LANTIK).
Its role is to guarantee the authenticity of online operations with different administrations, and to issue electronic certificates.

Izenpe Certification, an obligatory condition for Electronic Tendering

Personnel participating in a companies tendering process (Consultant and/or Representative user) must hold an Electronic Certificate issued by Izenpe.


The individual empowered for the bid signature process should have authority equivalent to its economic value. The system accepts the following two types of Electronic Certificate issued by Izenpe:

  • Citizens Certificate
  • Entity Certificate

In order to use the certificate users must have a computer with a card reader, a web browsing programme and signature recognition software from Izenpe, S.A. Both the card reader and the software are provided upon issue of the certificate. The installation CD automatically installs the signature recognition software.

 

Procedure for obtaining the Izenpe Citizens Certificate:

1. Applicants must complete the certification application form.   Applicants may download the form and print it out and complete it, or use the online Pre-registration form. In any event, to formalize the application it must be presented at the Izenpe Registration Point corresponding to the project.

2. Request an appointment to attend a registration point on 902 542 542. Registration points are at the seat of the Basque Government or at any of its delegations open at the following times: 9am to 1pm and 3pm to 5pm.

3. ID accreditation.

Requirements for obtaining a certificate:

1. The applicant, a future certificate subscriber, must provide an original or true copy of the following documents:

  • If a Spanish national: D.N.I. (National ID Card)
  • If a foreign national: Member of the European Union or State of the European Economic Area: NIE (Foreigner ID Number) accompanied by a current ID document for the purposes of ID verification. Extra-community citizens: Residency card.

2. The Public Identification Entity shall issue an ID verification report for the applicant, who must be under 16 years of age. 

3. The applicant may dispense with the requirement for attendance at a Public Identification Entity where his/her signature on the certificate application has been certified before a Notary.
