●     Born in Bergara (Gipuzkoa) on 15 May 1959.

●     Holder of a bachelor’s degree in Law from the University of the Basque Country.

●     Holder of a Master’s Diploma in Business Management from the University of Deusto.

●     Languages: Basque, Spanish, English, French and German.

●     Director General for Culture, Education and Tourism at the Provincial Council of Gipuzkoa (1987-1990). Previously Technician in General Administration and Head of Technical Secretariat at the same department.

●     Member of the Basque Parliament (1990-1991).

●     Member of the Spanish Parliament for Gipuzkoa (1991-1993).

●     Basque Govt. Deputy Minister for Land Use, Housing and the Environment (1995-2001).

●     Basque Govt. Deputy Minister for Justice at the Department of Justice, Employment and Social Security since 2001.
