e-Proceedings for the subsidies to Euskal Etxeak - Basque Clubs


The Directorate for Relations with Basque Communities manages various subsidy programs for Basques around the world. The geographic dispersion of those receiving these subsidies makes their processing in the traditional methods enormously difficult. To overcome this difficulty, a procedure for the e-proceeding for Foreign Basque Communities has been put into place, through which it is possible to apply to the Basque Government for subsidies through the Internet, as well as carrying out the detailed tracking of the applications' status.


Objective

The main objective of this project is that all the necessary steps in the application and management of subsidies be carried out by Internet.

In addition, Basque Clubs that apply will be able to know the status of their applications at all times by consulting the Basque Government's site.


Regulations

The application for subsidies by Internet for Basque Communities is based on Decree 238/2006 of 28 November, which regulates the e-proceedings in which the Basque Clubs abroad participate.


Requirements

The basic requirement is, of course, having a computer with an Internet connection. In addition, a digital signature certificate issued by IZENPE (the Basque Administration's certification body) is required. The Basque Clubs can obtain this certificate free of charge by requesting it from the Directorate for Relations with Basque Communities through the procedure explained below.

Additional Information on Digital Signature Certificates

The digital signature certificates to process the e-proceedings of subsidies for Basque Communities are Basque Club certificates, in which the Club and the person responsible or its legal representative's identification appears.

Therefore, they are not personal digital signature certificates, but belong to the Basque Club. Its use is limited to the relationship of Basque Clubs with the Basque Public Administrations.

Pilot Experience

The Directorate for Relations with Basque Communities conducted a pilot project with the announcement for subsidies corresponding to the 2007 financial year. A reduced number of Basque Clubs simulated, outside the legal period, the processing of an application for subsidy by Internet, using an electronic signature certificate that was previously solicited and issued.

Once this pilot project is completed, the channels to distribute the electronic signature certificates will be opened, so that Basque Clubs can join in the use of the e-proceedings.


Grant Proposals that can be asked by Internet

The following grant proposals can be applied for by Internet:


 Procedure to request the electronic signature certificate (the digital card)

The Basque Clubs can obtain the electronic signature certificate free of charge by requesting it from the Directorate for Relations with Basque Communities with the following form: Basque or Spanish.

The deactivated cards will be sent by a private urgent carrier company and will be activated when their receipt at destination is confirmed.


Installation of the necessary components

Along with the electronic signature certificate, found in a plastic card with an integrated microchip, a card-reading device will be sent, which is needed so that the card can be used. The reader must be connected to the USB port of the computer used to carry out the application by Internet. The reader comes with the programs and instructions needed for the installation.

In addition, it is necessary to install an additional program on the computer so that the web browser accepts the card's digital signature: SafeSign Status (zip, 1 Mb). It is also convenient to disable the computer's antivirus temporarily during the installation process, as well as any pop-up blockers for the web browser. All the steps are described in the PC installation guide (doc, 1,5 Mb).

Once everything is installed, an IZENPE test (in Basque or Spanish) can be done to check that everything is in working order.


How to carry out an application by Internet

Although they are very similar, the manuals to carry out each application by Internet are the following:

An application for subsidies over the Internet will only be able to be carried out when the corresponding periods are initiated.

When the "Session Initiation Name" and "password" are asked for, "Use Certificate" must be clicked, which will mean that the data on the digital signature card will be read:

Then the application must be filled out following the instructions that appear on the screen (consult the User Manual if there are any doubts), attach the necessary documents, sign the application with the digital card and send. That's it!


Tracking the application

To carry out the tracking of the application processed electronically you must go to the Zuzenean Online portal (Spanish or Basque) where, after clicking on "Enter" and identifying yourself with the electronic signature card, the digital applications with the Basque Government will be shown on screen:
