At the Basque Government Immigration Section’s Department of Housing and Social Welfare, we are hard at work arranging and coordinating the 1st International New Citizenry Conference, to be held at the Guggenheim Museum in Bilbao on 15 and 16 January 2004. Our objective for this event is to discuss the concept of new citizenry which, as we understand it, must overcome the barriers of academic development if any practical implementation is to be possible, and so we have invited a number of guest speakers from well-known social and university milieux.

Globalisation and the immediacy provided by new technology, migratory movements, social and economic demands by the general public and modern-day needs make the concept of citizenry a key factor towards understanding how rights and duties must form the basis of the acceptance of differences, of integration with realities various.

From the wide international viewpoint of human rights, new citizenry refers to a universal status whereby we all choose the place in which we prefer to live, with no restrictions caused by ethnic concerns or nationality.

This, however, is an open debate of opinions and contributions into which we intend to delve during the encounter. Citizenry and urban space, citizenry and migration, citizenry and equality – these are the various angles from which we will present a basic concept, an instrument for achieving equality, and a field requiring widespread participation and decisive action on the part of public bodies.
- To provide an analytic and conceptual framework for analysis of the main factors relating to social, political and cultural transformation, in order to enhance and improve democracy.

- To provide instruments to facilitate the debate between citizenry and immigration.

- To provide theoretical criteria for authentication of political decisions, design of programmes and plans for strategic action to be taken.
Those who move in university circles, persons with political responsibilities and members of social groups related to this topic.
